Beskerming van Namibië se maritieme hulpbronne

Die Namibiese vloot het onlangs sy 15de bestaansjaar by die vlootbasis op Walvisbaai herdenk.

By die geleentheid het die vloot­bevelvoerder, skout-admiraal Sinsy Nghipandua, gesê die veiligheid van ons land se maritieme domein, gepaard met sy maritieme hulpbronne was die raamwerk vir die vloot se ontwikkeling van 'n kuspatrollie na dié van maritieme afskrikmiddel met kragprojeksie­vermoë.

“Binne hierdie paradigma, is die ontwikkeling en professionalise­ring van ons vloot aangekondig en nagestreef ten einde dit vir die land moontlik te maak om sy maritieme belange te beskerm,” het Nghipandua gesê.

Hy het gesê die reis het in 1999 begin toe die NDF die maritieme vleuel se hoofkantoor in Windhoek gevestig het en daarna 'n vlootbasis in Walvisbaai, kort na 'n pioniergroep bestaande uit die hoofkantoor se bevel en personeel, skeepskapteine en offisiere asook administratiewe personeel, in Rio de Janeiro, Brasilië, gegradueer het.

Op 7 Oktober 2004 is die vleuel omskep in 'n volwaardige vloot.

Volgens Nghipandua dui die transformasie op Namibië se wil en ywer om sy maritieme belange te beskerm en verdedig.

“Daarmee saam het dit ons in lyn gebring met ons twee sustersdienste, naamlik die Namibiese weermag en die Namibiese lugmag.”

Hy het bygevoeg dat die NDF ­onlangs 'n verdedigingsoorsig gedoen het wat sekere gapings in die mag se ontwerp identifiseer het, wat vereis dat meer verrig word op vaardigheidsverkryging en voorbereiding van die mag ten einde die soort mededingende voordeel te bekom wat die NDF benodig teen enige moontlike teenstander.

“Verlede jaar het ons die '­Namibian Navy Operation Agenda 2018 to 2022' bekend gestel waarin ons ons strategiese doelwitte herdefinieer het en ons organisasie herstruktureer het in lyn met onlangse verdedigingsoorsigte,” het hy gesê.

Met dié agenda is die weermag gereed om vaardighede te verkry in terme van die vloot se ontwerp en vlak, en om daardie vaardighede te integreer om die vloot se eskaders in werking te stel deur te fokus op die simmetriese verhouding van leerstellings en samewerking wat as gesamentlike en gekombineerde strategiese benaderings tot die maritieme omgewing bydra.

“Laastens sal ons die magte oplei en dril op die presiese manier wat ons vir 'n toekomstige geveg ­verwag,” het hy gesê.
