Duidelike voorvalle van omkopery, betalings wat nie ooreenstem nie en geen kontrole of die werk voltooi is nie – die goewerneur van die Erongo­streek, mnr. Neville Andre, het die Teenkorrupsiekommissie (ACC) opdrag gegee om 'n ondersoek van stapel te stuur om opknappingswerk by skole in 2020 te ondersoek.

Dié is die eerste saak van sy soort wat deur 'n hooggeplaaste politikus onderneem word.

“Ons kan nie langer toelaat dat openbare geld wat vir ontwikkeling geoormerk is in die sakke van onpatriotiese Namibiërs beland nie. Hulle beroof die Namibiese kind van gehalteonderrig in 'n gepaste skoolinfrastruktuur,” het hy gesê.
“Dit is my plig om korrupte persone uit my streek te verwyder.”

Volgens hom het die regering verlede jaar geld bewillig om skole op te knap. Die doel daarvan was om ablusiegeriewe by skole en koshuise – waar dit die nodigste is – op te rig. Die Erongostreek het vir dié doel N$36 miljoen ontvang. Daarmee is 52 projekte gefinansier en 24 van hulle sou die bou van ablusiegeriewe insluit, het die onderwysdirekteur van die streek, me. Ernfriede Stefanus, gesê.

ONTDEK ONGERYMDHEDE

Volgens Andre moes beskermende klere en toerusting (PPE's) aangeskaf word om die veiligheid van die kinders te verseker.

Saam met belanghebbendes het Andre in Januarie drie skole in die Omaruru-distrik besoek. Die Junior Sekondêre Skool Otjiperongo, asook die primêre skole 1Oe #Gab en Katora. Hy wou onder meer weet hoe goed die skole op die Covid-19-pandemie voorberei is.
“Daar was talle uitdagings. Ek het die inisiatief geneem om seker te maak die geïdentifiseerde probleme word opgelos.”

Hy het dus 'n opvolgbesoek gereël en ernstige foute met prosedures ontdek.

“Daar is 'n duidelike tekort aan kontrole vir ontwikkelingsprojekte.”

Andre het opgemerk goedgekeurde betalings stem nie met die voltooide werk ooreen nie.

Hy het glo ook “'n moontlike geval van omkopery” ontdek. 'n Kontrakteur het na bewering 'n skoolhoof gevra om werk af te teken wat nooit gedoen is nie. In ruil hiervoor is “vis en ander dinge” aan die skoolhoof belowe.

Die hoof van ACC op Swakopmund, mnr. Tobias Amoonga, het gesê: “Dit is die eerste keer dat iemand in 'n openbare amp 'n ondersoek van stapel stuur en saam met ons werk.”
